How do I use Expat and should I even?

I actually want to go to a college in a foreign country most likely Italy, England, or Sweden, but this won't be for years. I don't know what Expat is or how to use it, but I heard you have to use it. I also want to know if going from the U.S.A. to one of these countries id advisable.
