My laptop is being stupidd??!!?

i was on fb today and my computer just froze and there were popups and then this window popped up with foreign language on it ?! i have nooo idea what it is!! idk what to do!! i shut it down like 5 timess!!? it wont let me go onto the desktop all it shows is that window!! ADVICE??
