Why Nehru Retained the Kashmir Issue with him instead of handing it over to Home Ministery/Patel?

Why Nehru handed over the case to Ministry of Foreign Affairs & transferred Kashmir case to UNO while Kashmir maharaja hari Singh was very clear in his mind to accede the State to India & had signed Accession Act during 1947 Who advised Nehru to take this stupid decision
